The central question surrounding Kemi Adeosun’s tenure as Nigeria’s Minister of Finance is: how did she manage to tackle the pervasive issue of ghost workers in the country’s payroll system? The answer lies in her innovative integration of the Bank Verification Number (BVN) system, which successfully identified and removed 45,000 ghost workers from the federal payroll.

The payroll system has historically been the largest recurrent expense for the Nigerian government, plagued by inefficiencies and weak verification processes. Adeosun’s approach marked a significant shift from previous biometric efforts, which had stalled due to resistance from paramilitary groups.

By utilizing the existing BVN database, Adeosun’s team validated payroll records against a central financial identity system, effectively addressing many irregularities that stemmed from systemic lapses rather than organized fraud. This data-driven governance approach emphasized the importance of accountability, as senior administrative officers were required to certify payroll records.

Adeosun noted, “The payroll was our biggest cost,” highlighting the financial burden of ghost workers on the government. Her efforts not only reduced the wage bill but also improved transparency within the payroll system.

In December 2016, the federal government introduced a whistleblower policy as part of broader initiatives to combat corruption. However, Adeosun later stated that the absence of legal backing led to the policy’s failure during her tenure. She remarked, “Government policies with legal backing become difficult to change by subsequent administrations that do not like them.”

Despite the challenges, Adeosun emphasized that corruption is a global issue, stating, “Nigeria only needs building of strong institutions to correct human behaviour to stamp out corruption.” Her tenure from 2015 to 2018 was marked by significant reforms aimed at enhancing the integrity of Nigeria’s financial systems.

As the country continues to grapple with issues of corruption and inefficiency, the integration of the BVN system stands as a testament to the potential for reform through data-driven governance. However, details remain unconfirmed regarding the long-term sustainability of these measures and their impact on future administrations.
